anticipated as was the possibility of collapse.

Personally I entirely exonerate both Mr. Chatham and Mr. Messer of negligence. The conditions

ider which large patsheds are permitted in the blony are being revised with a view to preventing as far as possible disaster from fire; and matshed structures in connection with the Hongkong Races will not be permitted at all in the future.
